CNBC business news update market midday. I'm Jessica Edinger. The major averages are all in the green this afternoon.The Treasury Department doubling the debt buybacks as it seeks to steady the bond market and Treasury yields are falling today. Checking the Dow, it's up 193 points now, really being helped by shares of Merc, which are up more than 10%. The S&P 500 index is up 43 points this afternoon.That's a half percent.
