Group 2: Talent and Land Policies - Hubei supports SMEs in training programs and offers subsidies for companies that complete training and obtain skill certificates. It also allows for flexible land payment options and promotes a "zero land increase" policy for technological upgrades [3][4]. - The province will implement measures to streamline land use and reduce costs associated with land acquisition for SMEs, including exemptions from certain fees [3]. Group 3: Financing Support - The measures include five specific actions to address the financing difficulties faced by SMEs, such as increasing loan availability and enhancing credit loan ratios. The goal is to achieve a loan balance for small and micro enterprises exceeding 3 trillion yuan by the end of 2027 [5]. - The tolerance for non-performing loans for small and micro enterprises will be adjusted to be no more than 3 percentage points above the overall loan non-performing rate, encouraging lending to these businesses [5].
