Core Viewpoint - The Ningdong base should accelerate its transition from traditional coal chemical industry to fine chemical industry through four pathways: extending the industrial chain, high-end differentiation, green energy coupling, and digital transformation, aiming to increase the fine chemical rate to 50% during its second entrepreneurial phase [1][4]. Industry Development Status - The Ningdong base has established a significant industrial foundation as a national strategic energy reserve and a demonstration zone for advanced manufacturing in the west, with an industrial output value expected to exceed 200 billion yuan in 2024, and fine chemical output accounting for 13.9% [2] - It possesses the world's largest coal indirect oil production capacity of 4 million tons per year and 4.2 million tons of coal-to-olefins capacity, with a high proportion of green electricity at 33% and an annual green hydrogen production capacity of 28,000 tons [2]. Challenges Faced - The transition to high-quality fine chemical development faces several challenges, including the need to strengthen the industrial foundation, tight resource supply, further improvement of the supply chain, risks of homogenized competition, and the high energy consumption and carbon emissions characteristics of coal chemical processes under "dual carbon" constraints [3]. Development Pathways - The four proposed pathways for high-quality development of fine chemicals include: 1. Extending the modern coal chemical industrial chain to enrich the product system, focusing on high-value downstream products from coal-to-oil and coal-to-olefins [4] 2. Targeting high-end fields to promote differentiated development, emphasizing the cultivation of fine chemical intermediates and specialized chemicals [4] 3. Developing renewable energy and circular economy to achieve green low-carbon goals, utilizing surrounding wind and solar resources [4] 4. Accelerating digital transformation to enhance overall industry efficiency through modern industrial digitalization and intelligent technology [5]. Action Support and Policy Recommendations - To ensure the effective implementation of the development pathways, three major actions are proposed: breakthrough in fine chemical new processes and technologies, development of characteristic fine chemical new materials, and cultivation of leading enterprises in the industry [6] - Five policy recommendations include strengthening industrial chain collaboration, improving the innovation and research system, increasing policy support and investment incentives, enhancing talent cultivation, and promoting infrastructure and green intelligent transformation in the park [7].
