Core Viewpoint - The Fujian Provincial Communication Administration has issued the "Action Plan for Promoting High-Quality Development of New Information Infrastructure in the Information and Communication Industry (2025-2027)", aiming to enhance the coverage and quality of communication networks in the province by 2027, with a target of over 80% penetration rate for 5G personal users [1] Group 1: Network Infrastructure Upgrade - The plan includes upgrading network infrastructure to enhance 5G supply capacity, targeting 43 5G base stations per 10,000 people, with a 5G personal user penetration rate exceeding 80% and 5G traffic accounting for over 75% [2] - The goal is to establish over 35,000 5G-A base stations and accelerate optical network construction, aiming for 80% of ports to be 10G-PON or above and 45% of users to have gigabit access [2] - The initiative also includes the creation of "ten-thousand megabit" communities, factories, and parks, with at least 20, 10, and 5 respectively, alongside upgrading backbone networks to 400GE bandwidth and deepening the application of IPv6+ technology [2] Group 2: Collaborative Development of Computing and Networking - The plan aims to explore and improve the comprehensive supply system for computing power, targeting a data center computing power scale of 9 EFLOPS, with 100% disaster recovery coverage for core and important data in key industries [2] - It includes achieving 100% OTN coverage in key locations and establishing an efficient computing and network scheduling system, creating a four-level "1-5-10-20" latency circle for different regions [2] Group 3: Infrastructure Deployment for Integration - The focus is on upgrading industrial networks by promoting deep integration of 5G, edge computing, and industrial control systems, while also planning for future technologies like satellite internet [3] - The initiative aims to advance the integration of the industrial internet into the entire lifecycle of manufacturing, including research, production, supply, sales, and services [3] Group 4: Innovation in the Communication Industry - The plan emphasizes increasing innovation in communication technologies, business models, and management systems, accelerating the large-scale application of 5G, and promoting the maturity of the millimeter-wave industry chain [3] - It aims to deepen the integration of information communication technology innovation with industrial innovation [3] Group 5: Application Empowerment - The focus is on enhancing digital transformation in social governance, upgrading life service experiences, and advancing smart ocean and low-altitude economy scenarios [3] - The plan aims to achieve dual breakthroughs in improving social governance efficiency and upgrading life service experiences [3] - It also emphasizes strengthening organizational coordination, fostering a collaborative innovation environment, enhancing investment coordination, and increasing publicity and guidance [3]
