西藏出台支持中小企业高质量发展若干措施

Group 1 - The "Measures" for supporting the high-quality development of small and medium-sized enterprises (SMEs) in Tibet have been officially issued as of July 1, 2025, focusing on ten key dimensions to empower SME development [1][2] Group 2 - The "Measures" provide one-time rewards for enterprises that first enter the scale above (including above the limit) category and those recognized as national or regional agricultural industrialization leading enterprises [2] - Government procurement will favor SMEs, and there will be subsidies for transportation costs for local specialty products, as well as one-time rewards for enterprises obtaining customs advanced certification [2] - Financial institutions are encouraged to tailor financial products and services for SMEs, with a focus on providing credit support to those with good operational status and credit records [2] - The implementation of a 15% corporate income tax rate under the Western Development policy will be enforced to reduce tax burdens [2] - One-time rewards will be given to enterprises recognized by national or regional authorities, and support will be provided for establishing research and development platforms [2] - Loan interest subsidies will be available for projects focused on transformation, green development, and digital enhancement [2] - Support for brand cultivation and strengthening intellectual property protection will be emphasized to improve quality [2] - Measures will be taken to lower operational costs for enterprises, including reductions in electricity and logistics expenses [2] - A talent support initiative will be implemented to facilitate the recruitment and retention of professional technical personnel [2] - A mechanism for handling complaints regarding overdue payments to SMEs will be established, along with a fair competition review system [2]
