Group 1 - The Xi'an Municipal Market Supervision Administration and the Xi'an Finance Bureau have issued the "Implementation Rules for Promoting the Development and Protection of Intellectual Property in Xi'an," introducing a series of incentive policies focused on the entire chain of intellectual property creation, utilization, protection, management, and services [1][2] - To promote effective supply of intellectual property, annual rewards will be given to universities and research institutions based on the ranking of high-value invention patents and open licenses, as well as one-time rewards for those who receive the China Patent Award or the Shaanxi Province Patent Award [1] - The policies encourage overseas intellectual property layout by providing rewards for rights holders who obtain international patents or trademarks for the first time, and for those who achieve mutual recognition and protection of geographical indications with the EU [1] Group 2 - The initiative supports the transformation and utilization of intellectual property by providing rewards to units that achieve patent transactions at the Xi'an Intellectual Property Trading Service Center, and subsidies to enterprises that absorb patent results from universities and research institutions [1][2] - There are provisions for funding projects related to the industrialization of patents for start-up technology companies, as well as support for cultivating intellectual property advantage enterprises and rewarding those that receive global awards from the World Intellectual Property Organization [1] - The policies also aim to enhance the effectiveness of intellectual property services by rewarding units with significant transaction service results, supporting the construction of the intellectual property trading market, and providing funding for public service projects approved by the Xi'an Market Supervision Administration [2]
