Ensuring implementation by defining responsibilities for relevant national departments and setting specific requirements for local authorities, power grid companies, charging operators, industry associations, and consulting firms [2] Group 3: Special Actions - The action plan outlines five special actions: 1. Upgrading public charging facilities to meet differentiated energy supply needs across urban, intercity, and rural networks [3] 2. Optimizing charging conditions in residential areas by mandating new developments to include charging facilities or installation conditions [3] 3. Promoting large-scale applications of vehicle-network interaction through pilot projects and establishing evaluation mechanisms [3] 4. Improving power supply capacity and services by integrating charging facility demands into distribution network planning [3] 5. Enhancing the quality of charging operation services by upgrading old equipment and standardizing charging fees [3] Group 4: Support for Private Sector - The action plan encourages fair market participation from various enterprises, including charging operators, new energy vehicle manufacturers, and traditional energy companies, to support the development of the private sector in the charging field [4] Group 5: Safety Management - Charging construction and operation companies are required to adhere to national standards for site selection, design, construction, and fire safety, ensuring compliance with quality regulations through rigorous equipment procurement management [5]
