Group 1 - The core objective of the action plan is to establish an efficient and dynamic technology transfer system in Beijing by 2027, aiming to create 1,000 cooperation platforms, 5,000 technology development projects, and incubate 3,000 technology-based enterprises and 600 specialized enterprises [1] - The plan includes 20 key tasks focused on enhancing technology transfer policies, improving mechanisms for technology commercialization, and establishing benchmark technology transfer institutions [1][2] - A collaborative research organization model will be established, where enterprises propose challenges and research units provide solutions, alongside the creation of joint laboratories and research centers [1][2] Group 2 - The plan aims to strengthen service mechanisms for technology transfer, including the establishment of a service ledger for supply and demand, and the creation of market-oriented technology transfer service institutions [2] - A financial service system for technology transfer will be developed to attract more state and private capital for early-stage investments in hard technology [2] - The establishment of the Zhongguancun International Technology Transaction Center will serve as a comprehensive service platform for technology transfer [2] Group 3 - Universities will play an active role in the implementation of the action plan, with initiatives to categorize research results and establish a patent evaluation system focused on industrialization prospects [3] - In the previous year, universities in the capital achieved 30,332 contracts for technology transfer, amounting to 20.19 billion yuan, with an annual growth rate of approximately 15% [3] - Companies like Zhongguancun Development Group are actively engaging with universities to identify and invest in high-quality technology projects with clear industrialization prospects [3] Group 4 - The healthcare sector will also enhance the efficiency of technology transfer, with a 200 million yuan investment supporting 25 hospitals and 30 projects focused on 12 key diseases [4] - The Beijing Health Commission plans to deepen reforms to accelerate the application of transformed products in hospitals and improve the efficiency of clinical research [4] Group 5 - Haidian District has reported positive outcomes in promoting technology transfer, having established six proof-of-concept centers, with 208 projects initiated and 65 successfully transferred [5] - The district has 193 incubation institutions with a total incubation area exceeding 1 million square meters, and plans to continue policy innovation to facilitate the transition of quality projects from laboratories to production lines [5]
