Core Viewpoint - The Zhejiang Provincial Market Supervision Administration has officially released the first provincial local standard for enterprise value-added services, titled "Guidelines for Enterprise Value-Added Services" (DB33/T 1455-2025), which will be fully implemented on December 3, 2025. This standard marks a significant transition from the exploratory phase of "value-added empowerment" to a new phase of "demonstration and standardization" in enterprise services [1][2]. Group 1 - The standard aims to reconstruct the logic of government services and address the pain points in enterprise services through standardized methods. It encompasses core modules such as general principles, service channels, service processes, service guarantees, and service evaluations, ultimately aiming to provide precise and personalized derivative services to enterprises [1][2]. - The guidelines specifically address the common issue of "difficult collaboration" in enterprise services by standardizing the classification, layering, and grading of enterprise demands. This is achieved through a closed-loop mechanism that includes intelligent assessment, classification, and a layered handling process to ensure effective resolution of complex issues [2]. Group 2 - The Qiantang District's Enterprise Comprehensive Service Center has become a benchmark for enterprise services in the province, integrating resources from 26 district-level departments and over 200 service providers, offering 290 enterprise service items, and serving more than 70,000 enterprises [3]. - The Qiantang District plans to continue its role as a demonstration leader, promoting the replication of reform and innovation results on a larger scale, enhancing the systematic, holistic, and collaborative nature of services, and focusing on key reform areas to create more distinctive service outcomes [3].
