Group 2: Inspection Focus - For "nine small places," the inspection will prioritize issues such as insufficient or blocked evacuation routes, unsafe use of fire, electricity, and gas, and illegal storage of flammable materials [4]. - In residential areas and self-built houses, the focus will be on the parking and charging of electric bicycles in evacuation routes, obstruction of evacuation routes and stairwells, and improper storage in utility shafts [4]. - In crowded venues, the inspection will check for inadequate fire safety management, unqualified personnel in fire control rooms, damaged fire safety equipment, and violations during operational hours [4]. Group 3: Inspection Requirements - The campaign will involve multiple stakeholders to ensure thorough inspections, with a detailed work plan tailored to each phase and venue type [5]. - Enforcement will be strict against significant violations, with potential penalties including warnings, public exposure, fines, and even closure or detention for non-compliance [5]. - There will be increased publicity and exposure of serious fire hazards and typical enforcement cases discovered during the inspections [5]. Group 4: Definition of "Nine Small Places" - "Nine small places" refer to venues with a smaller scale and higher fire risk, including small shopping areas, small catering venues, small entertainment venues, small fitness centers, small accommodations, small medical facilities, small elderly care and welfare centers, small educational training venues, and small production enterprises, as well as warehouses for combustible materials [6].
