Group 2: Applicability and Phased Sales - The "Implementation Rules" apply to pilot projects in areas such as Chang'an, Humen, Tangxia, Fenggang, Dalang, and Songshan Lake, as well as other projects approved by the municipal government [3][4]. - Shared ownership housing will be sold in two phases: the first phase will sell in the project’s local area, while the second phase can open sales citywide if there are remaining units after the first phase [3][4].
