General Provisions - The regulations aim to standardize the protection, management, utilization, and supervision of provincial nature parks in Qinghai Province, promoting sustainable development [1] - Provincial nature parks are defined as areas designated by the provincial government that possess ecological, aesthetic, cultural, and scientific value, and are included in the natural protection system [1][2] Establishment, Adjustment, and Revocation - The provincial forestry and grassland department is responsible for overseeing the establishment, adjustment, and revocation of provincial nature parks [3] - A review committee will be established to evaluate the establishment, adjustment, and revocation of provincial nature parks, providing technical support for planning and project construction [4] - Specific conditions must be met for the establishment of a provincial nature park, including typical natural ecosystems or landscapes, sufficient scale, clear boundaries, and designated management responsibilities [5][6][7][8] Planning Management - The planning of provincial nature parks serves as the fundamental basis for their protection, management, and supervision [25] - The planning period for provincial nature parks is generally five years, with evaluations conducted two years before the plan expires [26] - Approved plans cannot be modified arbitrarily and must be integrated into the national land space planning system for unified supervision [30] Rational Utilization - Provincial nature parks are managed under general control zones, with differentiated management requirements based on resource endowments and functional positioning [19] - Activities within the parks must not damage ecological functions and should prioritize ecological protection while allowing for reasonable human activities [24][36] Supervision and Management - The management units of provincial nature parks are required to establish patrol systems and utilize technology for monitoring human activities [36] - The provincial forestry and grassland departments are responsible for supervising and inspecting the parks, ensuring compliance with regulations [37][45] Miscellaneous - The regulations will be effective from August 1, 2025, to July 31, 2027, and will be interpreted by the Qinghai Provincial Forestry and Grassland Bureau [46]
