Group 3: Exemptions for Developing Countries - Products from developing countries are exempt from safeguard measures if their import share does not exceed 3%, and the total import share from these countries does not exceed 9% [8]. - If the import share from any exempt developing country exceeds 3% or the total exceeds 9% during the three-year period, safeguard measures will apply from the following year [8].
