Group 1 - The core objective of the regulations is to promote high-quality development of the water supply industry, ensure water supply safety, and enhance service levels to meet economic and social development needs [1] - The regulations apply to all activities related to water supply, including urban and rural water supply systems [1] - The development of the water supply industry should adhere to national policies, prioritize public welfare, and combine water source development with water conservation [1] Group 2 - The government is responsible for integrating water supply development into national economic and social planning [3] - Local governments at or above the county level bear the primary responsibility for ensuring water supply safety and must allocate necessary funding in their budgets [3][4] - Relevant departments are tasked with guiding urban and rural water supply work at both national and local levels [3] Group 3 - The government encourages scientific research and technological development in the water supply sector, aiming to improve automation, digitization, and intelligence in water supply operations [6] - Recognition and rewards will be given to units and individuals who achieve significant results in water supply work [7] Group 4 - Local governments must reasonably arrange and construct water sources based on regional economic and social development and water resource conditions [8] - Water source construction should integrate surface water and groundwater, and emergency or backup water sources must be established where single-source supply is used [9][10] Group 5 - Water supply units must be legally registered and possess the necessary facilities, trained personnel, and management capabilities [18] - Water supply units are required to publicly disclose information regarding service standards, water quality testing, and connection processes [19][20] Group 6 - Water supply units must maintain continuous supply and notify users in advance of any planned interruptions [23] - Users are required to use water safely and efficiently, and must pay water fees according to established standards [24][25] Group 7 - Water supply facilities must be maintained according to national standards, and regular inspections and repairs are mandatory [23] - Any unauthorized activities that threaten the safety of water supply facilities are prohibited [30][31] Group 8 - Local governments must develop emergency plans for water supply and conduct regular emergency drills [36][37] - In the event of emergencies affecting water supply safety, local governments must initiate emergency responses to ensure the provision of safe drinking water [38]
