Hayes: 'It is not partisan politics' to question Texas storm response

Civil servants and police officers and volunteers put their bodies in the line trying to get as many people as possible out of harm's way. They did incredible, incredible work. They did all they could.But could failures by their state and federal government have been what made that rush rescue operation a necessity.
