Democrats, White House reach deal to avoid shutdown

The Senate Democrats and the White House have reached an agreement prevent a partial government shutdown and temporarily fund the Department of Homeland Security amid talks over new limits on the White House's immigration enforcement push. Both sides have agreed to separate DHS funding from the other legislation in the package.
