Why White House estimates of non-citizens on voter rolls in four states are likely flawed

So, I'm reading through the White House's documentation now, and they say that over 250,000 non-citizens were found when they looked at the voter roles of three four states. But when you dig into that, what it's clear that they did is they analyzed the public voter roles, the kind of voter roles that I can buy if I have an AMX and, you know, a willingness to spend a few hundred for the public voter roles and put it through a federal database that once was used to administer benefits.
