Group 2: Application Procedures - Provincial energy authorities and central enterprises are responsible for organizing applications, determining recommended lists, and publicizing them for at least five working days [8]. - Each province can recommend up to eight projects, while central enterprises can recommend projects with supporting letters from provincial energy authorities [8]. - The application must be submitted for individual technological equipment, and bundling applications is prohibited [10].
