For most of those 18 hours, the fee rate was sufficient for it to be considered "next block."But it hasn't been mined yet. The reason it hasn't been mined is because of filters, which bCore v30 will disable.Bitcoin Core maintainers feel that it is essential to quickly mine this jpeg, and that somehow filtering it is "bad" for mempool topology and will degrade Bitcoin services.
