解除户籍限制、提取自由!上海出台灵活就业人员公积金新政,6月起施行
21世纪经济报道记者 杨梦雪 上海报道 4月28日,上海市公积金管理中心官宣上海市住房公积金管理委员会印发《上海市灵活就业人员自愿缴 存、提取和使用住房公积金实施办法》(沪公积金管委会〔2025〕1号),自2025年6月1日起施行。 该《实施办法》主要内容共涉及自愿参加、缴存灵活、账户转移方便、提取自由、享受公积金贷款、权 益保障等6方面,明确本市灵活就业人员自愿缴存住房公积金后,按规定享有购房时申请公积金贷款等 权利。 按照新政,年满16周岁且未达到法定退休年龄,在上海市以个体经营、非全日制、新就业形态等方式灵 活就业的人员,如个体工商户及雇员、自由职业者、快递员、外卖配送员、网约车司机、网络主播、家 政服务人员、零工劳动者等,可以自愿缴存住房公积金。 同时,灵活就业人员自愿缴存,不设户籍条件限制,只要在全国范围内无正常缴存的个人住房公积金账 户,无论是本市户籍人员,还是外省市户籍人员、港澳台人员以及外国人均可参加。 在提取住房公积金方面,灵活就业人员符合《上海市住房公积金提取管理办法》等规定的提取条件,可 以申请提取个人住房公积金账户内的存储余额,用于购房、租房、偿还购房贷款等,享受与单位在职职 工相同提 ...
