A fourth Russia-related oil tanker in under a week has been attacked, the latest sign of a sharp uptick in strikes on Moscow-related shipping as the war in Ukraine nears its fifth year. Tuesday's incident involved a tiny oil and chemicals tanker that was sailing across the Black Sea from Russia to Georgia.
