Core Objectives - The overall goal is to promote the deep integration of the real economy and digital technology, aiming for a total computing power of 12 EFLOPS by 2027, with intelligent computing accounting for 40% and total storage reaching 10 EB [3] - The plan emphasizes the significant growth of the digital economy's core industries, with a focus on artificial intelligence, the internet, and big data, enhancing the digitalization level across various sectors [3] Key Tasks - The initiative aims to establish around 12 "industrial brains" in key industries and create over 400 "Morning Star Factories" and more than 25 national-level intelligent factories [4] - In the industrial sector, the "Empower Qingdao" action will be deepened, with a target of transforming 600 enterprises through pilot projects and promoting high standards for the digital transformation of small and medium-sized enterprises [4] - The service sector will focus on developing high-end productive services such as online R&D, digital finance, and smart logistics, with an annual goal of creating about 10 leading enterprises in this field [4] - In agriculture, the plan includes the establishment of over 170 smart agriculture application bases and the integration of county-level specialty industries with e-commerce [4] Data Infrastructure Development - The plan includes the construction of advanced data infrastructure, accelerating the deployment of 5G-A and F5G-A networks, and optimizing the development of data centers [6] - It aims to establish a provincial core area for integrated computing power and actively participate in the national computing power hub system [6] - The initiative will explore the establishment of data circulation facilities, including trusted data spaces and blockchain, to create cross-regional and cross-industry data utilization scenarios in five key industries [6] Implementation Strategy - The plan is designed as a top-level framework for promoting the integration of the real economy and digital economy in Qingdao, with a three-year implementation timeline [7] - Relevant departments will coordinate efforts to ensure the achievement of set goals, with a focus on policy funding to support key projects [7] - There will be an emphasis on talent cultivation and recruitment to enhance the city's digital literacy and attract high-end digital talent [7]
