Core Points - The Vietnamese Ministry of Science and Technology has issued Notification No. 30/2025/TT-BKHCN, which sets standards for the import of second-hand production lines, equipment, machinery, and tools used in semiconductor chip manufacturing, packaging, testing projects, and digital technology product and service training, research, and development projects [1] Group 1: Import Standards for Second-Hand Production Lines - Second-hand production lines can be imported if they do not appear on the list of outdated, low-quality, and environmentally polluting technologies published by the exporting country [2] - The technology used must not be on the list of prohibited or restricted technologies as per the technology transfer law [2] - Manufacturing must comply with national technical regulations (QCVN) regarding safety, energy saving, and environmental protection; if not available, it must meet the standards of Vietnam (TCVN) or one of the G7 countries [2] - The production capacity or remaining efficiency must reach 85% or above of the designed capacity or efficiency [2] - The consumption of raw materials and energy must not exceed 15% of the design values [2] - For technology lines used for digital technology product and service training, research, and development, the standards regarding production capacity and consumption do not apply [2] Group 2: Import Standards for Second-Hand Equipment, Machinery, and Tools - Second-hand equipment, machinery, and tools can be imported if they do not appear on the list of outdated, low-quality, and environmentally polluting items published by the exporting country [3] - The technology used must not be on the list of prohibited or restricted technologies as per the technology transfer law [4] - Manufacturing must comply with national technical regulations (QCVN) regarding safety, energy saving, and environmental protection; if not available, it must meet the standards of Vietnam (TCVN) or one of the G7 countries [4] - The age of the equipment (from the year of production to the year of import) must not exceed 20 years [4] - For equipment used for digital technology product and service training, research, and development, the age limit does not apply [4] Group 3: Effective Date - The notification will take effect on January 4, 2026 [5]
