加强政策创制 转自：民政微语 站在年尾回望"十四五"收官之年，社会救助工作紧紧围绕健全分层分类社会救助体系目标，不断完善政 策制度，健全工作机制，深化改革创新，推动社会救助由"保生存"向"保基本、防风险、促发展"拓展， 切实兜住兜准兜牢民生底线，把党和政府的关怀送到困难群众身边。 今年6月24日，全国人大常委会会议首次审议社会救助法草案。这标志着社会救助立法取得突破性进 展。 近年来，民政部积极推动社会救助立法工作。健全社会救助体系、扩大社会救助范围、提高救助服务能 力、统筹社会救助资源等成熟的经验做法被社会救助法草案吸收。一方面，充分发挥专家学者的作用， 召开专题研讨会，组织社会救助领域专家研究完善草案内容；另一方面，向社会公开征求意见，汲取群 众智慧，推动社会救助立法更具科学性和可操作性。 社会救助立法取得突破性进展 制定社会救助法，是推动社会救助制度更加成熟、更加定型的法治保障。 今年，民政部研究制定《社会救助家庭经济状况信息核对办法》《关于进一步健全完善临时救助制度的 意见》等政策文件，进一步完善社会救助制度体系。 地方社会救助领域立法实践和政策创制也结出累累硕果。 明确救助对象，界定救助标准，完善救 ...
