国家外汇管理局9月5日发布《国家外汇管理局关于进一步便利外汇资金结算支持外贸稳定发展的通知 （征求意见稿）》（下称《通知》）并向社会公开征求意见。《通知》共两方面9项政策，一类为现有 便利化政策的扩面提质，包括扩大跨境贸易高水平开放试点地区范围等；另一类是对现有贸易外汇管理 的优化完善，如优化外贸综合服务企业外汇资金结算等。 《通知》拟扩大跨境贸易高水平开放试点地区范围，在更多确有实需、风险监管能力到位且符合国家战 略发展方向的地区，实施跨境贸易高水平开放政策试点。 《通知》拟鼓励银行将更多跨境电商平台、外贸综合服务企业，及其服务的小微电商企业等贸易新业态 主体纳入优质企业贸易外汇收支便利化政策。《通知》还将拓宽跨境贸易高水平开放试点轧差结算业务 种类；简化跨国公司经常项目资金集中收付和轧差净额结算手续；便利优质企业涉外员工薪酬用汇。 为优化完善贸易外汇管理政策，《通知》拟优化外贸综合服务企业外汇资金结算，支持银行转变传统的 交易审核方式，可凭订单、物流等交易电子信息，为外贸综合服务企业及其服务的跨境电商企业，便捷 办理收付汇及资金轧差业务。 （文章来源：证券时报） ...
