Grid Upgrades - The Sichuan power grid initiated a three-year action plan for grid construction, resulting in the establishment, renovation, and expansion of 145 substations of 110 kV and above, along with over 8,000 kilometers of new and upgraded lines [2]. - In the first half of the year, 13 key projects for summer peak electricity supply were put into operation, adding 704 kilometers of transmission lines and 9.62 million kVA of transformer capacity, enhancing overall power supply capacity by 6.55 million kW [2]. Energy Reserves - Prior to the summer peak, Sichuan set clear targets for water, coal, and gas reserves, achieving a reservoir storage ratio of 57.3% and coal reserves of 4.53 million tons, both at historical highs for the same period [3]. - The implementation of a "five-adjustment linkage" mechanism integrated the management of electricity, water, coal, gas, and even artificial rainfall to maximize energy supply [3]. Technological Empowerment - Virtual power plants played a crucial role in ensuring power supply stability, with the ability to adjust loads dynamically. For instance, during peak demand, the virtual power plant's adjustment capacity reached 11,800 kW, equivalent to a small hydropower station [4]. Public Participation - A new time-of-use electricity pricing policy was implemented on May 1, encouraging commercial users to adjust production schedules to avoid peak residential electricity usage, resulting in a reduction of peak load by approximately 3 million kW on August 5 [5]. - Electric vehicle owners contributed by selling stored electricity back to the grid during peak times, and market-based demand response measures allowed commercial users to receive compensation for reducing their electricity load during high-demand periods [5]. Inter-Provincial Collaboration - Sichuan actively purchased electricity from provinces such as Shaanxi, Ningxia, Hunan, Jiangxi, and Gansu, utilizing cross-regional transmission channels to ensure supply during peak times, with the cost of purchased electricity being more favorable than the previous year [6]. - The close interconnection between Sichuan and Chongqing allowed for load balancing, as peak electricity loads occurred at different times in the two regions, facilitating mutual support [5].
