（来源：劳动午报） 转自：劳动午报 本报讯（记者 周美玉）昨天上午，在市十六届人大四次会议上，《北京市养老服务条例（草案）》提 请审议，市人大常委会副主任齐静作条例草案说明。条例草案明确三类机构开展养老服务可享受税收、 水电气热等优惠政策，社区养老服务设施建设拟纳入城市更新范围。 养老服务对象范围覆盖本市城乡老年人 市、区人民政府应当将社区养老服务设施建设纳入城市更新范围，推动建成区内养老服务设施布局和功 能持续完善；建成区内养老服务设施不足的，区人民政府应当统筹制定养老服务设施建设方案，通过改 造或者购置、置换、租赁等方式予以补充。 此外，市、区人民政府可以统筹社会资源，引导社会力量参与，将闲置的工业厂房、商业设施、办公用 房等存量设施改造为符合建筑安全、消防安全标准的养老服务设施。 三类机构开展养老服务可享优惠政策 在支持保障和产业促进方面，条例草案明确，养老机构、养老服务中心、养老服务站按照相关规定享受 税收优惠、行政事业性收费减免等支持政策，用水、用电、用气、用热执行居民生活类价格标准。 此外，本市国有企业、事业单位闲置的非住宅房产可以用于养老服务；实行委托运营的，按照稳定经营 预期原则确定租期；运营 ...
