多路径加强 中国湿地保护与利用

湿地是地球之肾,湿地生态系统在涵养水源、净化水质、调节气候、维护生物多样性及固碳减排等方面 发挥着不可替代的作用,直接关系到区域生态安全和可持续发展,对构筑绿色发展"生态屏障"、发 挥"生态绿肺"价值功能至关重要,必须高度重视湿地保护与利用,多措并举探索实践,促成独具中国特 色的湿地保护发展格局。 坚持以发展思维设计整体规划 底线的划定与守护,不仅关乎湿地自身健康,更对区域乃至更大范围的生态安全格局具有深远影响。湿 地保护利用必须优先识别并严格划定对维持生态系统结构和功能至关重要的核心区域;必须将划定生态 保护红线作为工作的起点,确保核心生态空间得到严格保护。在处理保护与利用的关系时,必须明确生 态保护的前提条件,任何开发利用不得以牺牲生态功能为代价,确保在发展规划、项目审批等环节,绝 不能以牺牲生态环境为代价,坚决严守区域可持续发展生态边界,树立清晰的生态治理标杆。 〔作者单位分别为:中共济南市章丘区委党校、哈尔滨工业大学(威海)马克思主义学院〕 湿地生态治理作为一项系统工程,需要突破传统思维局限,确立整体性、协同性的治理理念。以系统思 维推进生态治理,应当将系统思维贯穿规划、管理、实施的全过程。湿地保护利 ...
