地名是社会基本公共信息,也是历史文化的重要载体。记者1月4日从省政府获悉:陕西近日以省政 府令的形式发布《陕西省实施〈地名管理条例〉办法》(以下简称《办法》),进一步加强和规范地名 管理。该《办法》自2026年2月1日起施行。 《办法》明确,地名的命名、更名、使用、标志设置、文化保护应当遵守国家和本省有关规定,坚 持尊重历史、名副其实、规范有序的原则,反映当地地理、历史和文化特征,尊重当地群众意愿,方便 生产生活。地名应当保持相对稳定。未经批准,任何单位和个人不得擅自决定对地名进行命名、更名。 任何单位和个人不得擅自设置、拆除、移动、涂改、遮挡、损毁地名标志。 "《办法》的出台有利于加强和规范地名管理,使地名的命名、更名、使用、标志设置、文化保护 等有章可循、有法可依。"陕西师范大学西北历史环境与经济社会发展研究院教授、西安市地名协会副 会长王社教认为。 "陕西是中华文明和中华民族的重要发祥地之一,历史悠久,地名文化资源丰富。很多地名具有千 年以上的历史,反映了陕西的历史传统和地域特色,是悠久历史和灿烂文化的重要见证和载体。《办 法》就陕西地名文化保护传承提出明确要求,十分重要也十分必要。"王社教说,"随着时 ...
