尽快打破无人机“黑飞”的治理困局

划定"天路"规则,杜绝"黑飞"之祸,亟待构建全链条、智能化的协同治理体系。技术上应"以技制技", 推动厂商强化防破解能力,严格落实实名登记与实时位置报送,实现"可识别、可追溯"。法律上须划 清"红线",依托治安管理处罚法等法规,将违规行为单独入罚,并对危害公共安全、泄露国家秘密等行 为依法严惩。监管上亟需打破壁垒,建立民航、公安、网信、市场监管等多部门联动机制,同时压实平 台主体责任,有效拦截清理"破解教程""违规改装"等有害信息。 低空绝非法外之地。民用无人机不是可随意驰骋的"高空玩具",更不应成为危害公共空域安全的"不定 时炸弹"。"任性乱飞"已到必须全链条、多维度精准治理的紧要关头。 "黑飞"乱象背后,隐藏着一条分工明确、运作隐蔽的灰色产业链,也暴露出技术、监管与法律的多重短 板。电商平台上,廉价破解软件可轻易突破限高与禁飞区设置,甚至形成"销售—破解—教学"的黑产闭 环;一些监管部门协同不畅,给"黑飞"留下可乘之机,二手无人机实名登记缺失、自组无人机难以溯 源,导致监管"看不见、追不着"。在法律层面,部分行为定性模糊,例如无人机空投箭头是否属于管制 器具,尚无明确定论,导致执法面临现实困境。 新华社北 ...
