新京报讯(记者行海洋)5月28日,在北京市人民政府新闻办公室召开的未成年人网络司法保护新闻发 布会上,北京市高级人民法院副院长任雪峰介绍,近年来,利用网络侵害未成年人权益的犯罪手段多 样,涉未成年人网络权益民事纠纷数量逐年增长。 资料显示,我国未成年网民规模已突破1.96亿,未成年人互联网普及率已达97.3%。通过网络学习知 识、获取信息、互动社交、休闲娱乐,已成为未成年人生活的重要组成部分。但由于缺乏足够的网络安 全意识和自我保护能力,与未成年人网络行为相关的案件多发。 "案件表明,当前网络环境下未成年人面临的权益风险更加隐蔽、多元、复杂,司法作为权益保护最后 防线的作用更加凸显。"任雪峰表示,北京法院坚持"零容忍"态度,依法严惩利用网络严重侵害未成年 人身心健康和财产权益的犯罪行为;依法全面保障未成年人网络权益,对知晓网络用户侵害未成年人隐 私权、名誉权,但未采取必要措施的网络平台,依法判令其与侵权的用户承担连带责任;在未成年人游 戏大额充值等案件中综合考量网络平台和监护人的过错程度,合理判定各方责任。 涉网络侵害案件的未成年人都不同程度地存在家长监护缺失、家庭教育缺位、方法不当等问题。任雪峰 表示,提升 ...
