会上,长江水利委员会防御局介绍了水利部关于开展洪水控制、洪水利用、洪水塑造专题调查研究和试 点工作的要求,提出了下一步工作计划,各单位代表根据已有工作基础、需求和目标进行了交流发言。 有关部门和单位负责人、业务骨干参加会议。 会议强调,要持续深化对洪水多元属性的科学认识,统筹防洪与兴利,落实三大关键任务。一是筑牢防 线,控制洪水"危害性"。加快构建现代化流域防洪工程体系,强化预报、预警、预演、预案"四预"措 施,提升流域洪水调蓄和精准调控能力,科学调度水工程精准控制洪量、洪峰和洪水过程。二是保障供 水安全,利用洪水"资源性"。在保障防洪安全的前提下,积极探索洪水资源化有效途径,将部分汛期洪 水转化为可利用的水资源,保障供水、灌溉、发电、航运、生态用水需求。三要因地制宜,塑造洪 水"功能性"。基于洪水功能性,人工塑造与河流生态系统和河床稳定相适应、具有特定流量和历时的可 控洪水过程,修复和维护健康、稳定、富有活力的河流物理结构与生态功能。 本站讯2月5日,长江水利委员会组织召开洪水控制、洪水利用、洪水塑造专题研讨座谈会,研究部署洪 水控制、洪水利用、洪水塑造的调查研究和试点工作。长江水利委员会总工程师陈桂亚主持 ...
