10月16日,记者从中国海油了解到,国家海上油气应急救援海南基地暨中国海油井控应急救援海南 基地在海南省澄迈县正式启用,标志着我国国家级深水油气应急救援基地正式投入使用,我国南部海域 海上油气应急救援响应时间大幅缩短,海上应急救援体系建设取得重大进展。 此次投入运行的海南基地由应急管理部、海南省人民政府和中国海油三方联合建设,总占地面积超 过11000平方米,配套应急车间和实训演练场,装备我国首套自主研制的3000米级水下应急封井装置和 水下溢油回收系统,具备快速封井、高效回收溢油能力,并与园区内已经建成的船用码头、智能仓储中 心、深海深层能源工程重点实验室等共享基础设施和交通运输资源。 "海南基地建成投用前,国内深水油气井控应急救援,基本就只能依靠外援。"国家海上油气应急救 援海南队大队长陈浩东介绍,国际资源从最近的井控应急基地出发,综合考虑海运条件和天气因素,一 般响应时间约为30天;现在启用的国内应急力量在48小时内就能抵达我国南部海域相关海区。 海南基地的启用,可与国家海上油气应急救援渤海(天津)基地形成"南北呼应、深浅结合、全域 覆盖"的海上油气应急救援格局。 ...
