明确其在促进行业发展、服务企业"走出去"等新形势下的重要作用 行业协会商会是推动经济社会高质量发展的重要力量。 近日表决通过的《上海市行业协会商会条例》（下称《条例》）将从2026年2月1日起施行。 目前，上海市行业协会商会数量大幅增长，覆盖面不断提高，政会分开、依法自治的体制机制基本形 成，然而，在内部治理、作用发挥、可持续发展等方面仍存在不足。为了充分发挥行业协会商会在创新 社会治理等方面的积极作用，上海市人大常委会对2002年制定的《上海市促进行业协会发展规定》进行 了一次废旧立新。 新制定的《条例》共七章四十九条，坚持促进发展与规范管理并重，确保高质量发展和高水平安全良性 互动；强化问题和需求导向，着力破解发展和管理实践难题；平衡法人自治与法定监管要求，厘清政会 权责边界，激发内生动力。 其中，《条例》对行业协会商会的内涵外延作出界定，明确了适用范围：首先是将行业协会商会界定为 在本市登记成立的，由从事相同或者相关性质经济活动，或者在相同地域内从事经济活动的单位和个人 组成的社会团体法人。其次结合实践发展，明确商会包括行业性商会、街镇商会、异地商会等。第三是 针对依法设立并运行的行业协会商会，在将其纳 ...
