《采用国际标准管理办法》六月起施行

本报北京电(记者孔德晨)近日,国家市场监管总局修订出台《采用国际标准管理办法》(以下简称《办 法》),将于2025年6月1日起施行。 采用国际标准是指将国际标准的内容等同或者修改转化为我国的国家标准。 市场监管总局标准创新司司长肖寒介绍,近年来,国外对我国采用国际标准工作的关注度显著提高,国 际知识产权保护态势不断增强,国际标准范畴不断变化,ISO、IEC等国际标准组织对其成员国采用国际 标准要求更加严格。"作为WTO以及ISO、IEC和ITU的成员,我国需要根据新形势不断加强与国际通行 经贸规则对接、履行国际义务,彰显中国的责任担当。"肖寒说。 "中国作为发展中国家,企业尤其是大量的中小微企业,实施应用采标国家标准较之于自主研发标准更 具经济性和有效性,是引进先进技术和管理经验的重要方法,能使技术水平快速提升,追赶并达到国际 先进水平。"肖寒说。 此次修订的主要内容包括五个方面:明确所采用国际标准的范围和采标主体的范围。建立国际标准全过 程跟踪机制。明确采标国家标准制定周期要求,采标国家标准项目从计划下达到报送报批材料的期限一 般不得超过12个月。强化版权政策要求,采标国家标准文本的公开,应当符合我国法律法 ...
