Non-Tax Revenue - Non-tax revenue decreased by 0.4% year-on-year, with state-owned resource usage income increasing by 4%, while penalty income fell by 7% [4]. Local Government Revenue - Local government revenue remained stable, with a year-on-year growth of 1.8% in general public budget income, and 27 out of 31 regions reported positive growth [4].
