广西出台低效产业用地新规破解“认定难”

日前,自治区自然资源厅、发展和改革委员会、工业和信息化厅、生态环境厅、住房和城乡建设 厅、产业园区改革发展办公室六部门联合印发《广西低效产业用地认定标准(试行)》,旨在推动低效 产业用地调查认定和再开发利用工作,以标准化、规范化手段破解土地低效利用瓶颈制约,为产业结构 优化升级释放存量空间。 市、县政府或产业园区管理机构为辖区低效产业用地认定责任主体,各地可结合发展实际细化指标 体系,建立低效产业用地数据库,健全动态管理机制,确保政策落地见效。 据悉,该《标准》已于2026年1月1日起试行,试行期2年。新规的出台,是广西践行最严格的节约 集约用地制度的关键举措,有利于适应土地资源利用进入"存量时代"的发展趋势,推动盘活用好低效产 业用地,为优质产业项目腾出发展空间,为全区经济社会高质量发展提供坚实的土地保障。(唐广生 黄葛炎 闭秋蝶) 该《标准》所称产业用地包括工业用地、采矿用地、物流仓储用地等。低效产业用地是指未达到土 地开发利用相关协议约定或相关规定,具有再开发潜力的产业用地,主要包括开发效率低,投入产出效 益低,不符合产业政策、环保、安全生产、消防和能耗等要求的用地,不包括闲置土地。 符合以下情形的,可 ...
