Group 3: Implementation Requirements - Local communication management departments are tasked with selecting cities with high computing resource density and good network infrastructure to implement the action plan, with a maximum of three cities per province [7]. - A mid-term evaluation will be conducted one year after the action's initiation, requiring local departments to report network monitoring data to the national platform [7]. - At the end of the action period, a summary of the implementation will be required, with results evaluated and published by the MIIT [8].
