新京报讯（记者行海洋）4月16日，由中华商标协会、首都知识产权服务业协会、北京知识产权研究会 等机构支持的中国知识产权指数课题组发布《中国城市知识产权指数报告2025》。报告显示，2024年， 北京市在中国城市知识产权指数排名中居于首位。 报告显示，我国知识产权发展水平呈现"由沿海向内陆递减"的特征。按照七大区域分，知识产权总指数 得分由高到低依次为华南、华东、华北、华中、西南、东北、西北。聚焦35个城市知识产权总指数情 况，2024年，北京、深圳和上海三个城市占据前三强。其中，北京总指数得分为0.7739，达到城市平均 值的2倍水平，在一级指标中，北京有两项位居全国第一，分别为知识产权产出水平和知识产权流动水 平。深圳总指数得分为0.6432，达到城市平均值近1.6倍水平；上海总指数得分为0.5512，达到城市平均 值的1.3倍水平。 报告提出，城市需跳出"重保护轻运营"的传统框架，构建以成果转化为导向的新型治理模式，在城市发 展规划中嵌入知识产权转化指标。优化权益分配机制，探索"政府引导+市场主导+社会参与"的三元共 治模式，针对高校、科研院所可试点赋权改革，允许科研团队持有部分职务发明所有权，并通过协议 ...
