《中共中央关于进一步全面深化改革、推进中国式现代化的决定》提出，壮大县域富民产业，构建多元 化食物供给体系，培育乡村新产业新业态。如何用好乡村资源、发展新产业新业态成为热门话题。 乡村产业并非新鲜事物，但乡村新产业新业态是近些年才出现的。乡村新产业新业态的新，不仅体现在 领域和业态上，更体现在产业链条、融合层次和技术水平上。以往，不少地方乡村产业多集中在周期 短、门槛低的传统种养业，形不成链条，打不开市场。乡村新产业新业态则强调全环节提升、全链条增 值、全产业融合。一般认为，其包括农村一二三产业融合、农产品加工业、乡村休闲旅游、农村创新创 业等，特点是依托创新打破传统产业边界和业态模式。 从基层情况看，乡村产业发展面临不少困难。一是要素活力不足。农村资源变资产的渠道尚未完全打 通，阻碍了资本进入乡村产业。新产业新业态发展用地供给不足，产业融合发展项目用地矛盾较突出。 农村缺人才，而城市人才服务乡村产业的激励保障机制还不健全。二是质量效益不高。有的地方创新能 力不够强，特别是农产品加工创新不足，休闲旅游存在同质化现象。产业融合层次低，乡村价值功能开 发不充分。三是产业基础设施仍然薄弱。一些农村供水、供电、供气条 ...
