中证报中证网讯(记者 龚梦泽)近日,商务部等四部门联合发布了《关于进一步加强二手车出口管理 工作的通知》。其中提出,严控新车以二手车名义出口;规范出口许可证申领与发放;建立企业动态管 理及退出机制;严格以改装车名义出口车辆的许可证申领条件;提升企业国际经营能力;完善出口配套 体系等六方面措施,旨在进一步规范汽车产业竞争秩序,促进我国二手车出口健康有序发展。 当前,我国汽车国际化发展取得了全球瞩目的成绩,正在从汽车大国向汽车强国迈进。但在发展过程 中,也存在一些不和谐苗头。今年7月,中国证券报曾独家曝光部分车企利用"零公里二手车"炮制虚假 繁荣的问题。调查发现,有企业将已投保过户的库存车辆以新车名义销售,这些车辆法律上已成为二手 车,却以"限时优惠"话术误导市场。此类操作不仅侵害消费者权益,更扭曲真实产销数据,对行业健康 发展构成威胁。 新规的出台直指行业上述潜规则。《通知》明确规定,自2026年1月1日起,对申请出口距注册登记日期 不满180天的车辆,需提供该车辆生产企业出具的《售后维修服务确认书》。这一设计精准针对"新车二 手化"的投机行为。记者了解到,确认书需包含出口国别、车辆信息、提供售后服务的网点信息 ...
