锚定"美丽中国"环境持续改善目标,修订PM2.5年均浓度标准限值 自2013年以来,我国实施了三轮清洁空气行动,主要大气污染物排放大幅削减,实现空气质量历史性改善并带来可观的健康效益。为持续提升空气质 量,修订提高标准的需求明确、呼声渐高。尤其是自2020年以来,全国整体PM2.5年均浓度连续五年达标,PM2.5达标城市比例突破七成,现行标准 限值对已达标城市的引领作用明显减弱。此外,世界卫生组织(WHO)于2021年发布新版《全球空气质量指南》,将PM2.5年均浓度指导值由 10μg/m3收紧至5μg/m3。对标之下,我国现行PM2.5限值偏高,亟需通过标准修订进一步强化以健康为导向的清洁空气政策行动。 围绕"标准修订为何种水平更为科学合理、采用何种达标路径更具可行性、实施新标准能够带来多大环境-气候-健康综合效益及其对各部门的影响"等 关键问题,《中国环境空气质量标准修订达标路径分析》在系统梳理我国环境空气质量标准与区域差异的基础上,提出环境空气质量标准修订的情景 目标值与阶段性安排建议,构建了近中期可达的新标准情景,并建立了可实施的达标路径,评估了减污降碳协同效益与健康收益。 "随着空气质量持续改善,标 ...
