(来源:中国政府采购报) 转自:中国政府采购报 地方扫描 福建福州:专项整治激发市场活力 本报讯 日前,福建省福州市财政局开展采购活动专项整治,进一步激发市场活力,促进中小企业发 展。 为支持中小企业发展,该局提升预留份额,对于预算金额未达到200万元的货物及服务采购项目、未达 到400万元的工程项目,其中适宜由中小企业承担的部分,应专门面向中小企业采购。对于超过上述金 额的项目,须预留预算总额40%以上的份额专门面向中小企业采购。同时,对小微企业参与货物和服务 采购项目给予的价格评审优惠幅度提升至15%-20%。 为缓解中小企业现金流压力,该局鼓励采购单位将中小企业合同预付款比例提高至50%以上,并严格规 范付款时限要求。对于向中小企业采购的货物、工程或服务,采购人应于交付之日起30日内完成款项支 付。推行以电子保函形式缴纳保证金,同时鼓励采购人免收或减收保证金。据数据统计,2025年度全市 累计减免保证金7.2亿元,占应缴纳金额约75%,大大减少供应商的资金占用。 此外,该局积极推进政府采购合同融资业务,目前全市累计合同融资金额已超16亿元。2025年全市政府 采购合同中授予中小企业的金额占比超过80%。 ...
