一段时间以来,上海、广东等地持续提升航运服务业效能,构筑全球航运资源配置新高地。建设功能完 善、服务优质、开放融合、智慧低碳的现代航运服务体系,是加快建设交通强国、海洋强国的必然要 求。 航运服务业是指所有围绕航运和海事活动而形成的服务产业,包括金融、运输、法律、船舶服务等。从 航运服务业的历史演变来看,航运服务业属于较为传统的服务业,随着科学技术和经济产业的不断发 展,航运服务业产品持续创新,发展出拥有现代化的技术、高科技的专业人才以及能够提供高附加值、 新业态服务的现代航运服务业。现代航运服务业产业链条长,涉及环节多、关联度高。下游主要是基础 性、劳动密集型的服务业,包含代理服务业、内陆运输服务等;中游涵盖技术或者资本密集型的服务 业,比如港航服务业(港口服务与船舶运输服务)、船舶设备制造等;上游则主要是提供高附加值服务 的高端航运服务,主要有航运金融与保险、海事仲裁及法律服务、航运信息与咨询、船舶管理服务等。 强化航运服务业政策协同。建设高效的政务环境,提高政府管理和服务水平,建立良好发展生态,不断 提升行业主管部门和口岸监管部门的服务意识与服务水准,营造出有利于航运业发展的环境。鼓励企 业、高校、研究 ...
