Core Points - The Liaoning Provincial Committee of Political and Legal Affairs and the Liaoning High People's Court have jointly issued guidelines to enhance the connection and coordination between comprehensive governance centers and people's courts, aiming to create a new multi-dimensional dispute resolution framework that prioritizes mediation and judicial support [1][2] Group 1 - The guidelines establish standardized processes for the interaction between comprehensive governance centers and people's courts, focusing on resolving disputes through mediation before court involvement [1] - Nine types of disputes, including marriage and family, neighborhood, labor, and small loan disputes, can be referred to comprehensive governance centers for preliminary mediation with the consent of the parties involved [1] - The guidelines encourage mediation organizations to operate within comprehensive governance centers and allow these centers to request judicial personnel for business guidance during the mediation process [1] Group 2 - By the end of June, all 100 county-level comprehensive governance centers in Liaoning had achieved 100% integration with local courts [2] - As of the end of August, Liaoning courts had dispatched 602 judges and assistants to comprehensive governance centers, successfully mediating 124,000 out of 195,000 cases [2] - The centers have resolved 17,000 disputes on-site and introduced over 7,000 cases into the judicial process [2]
