Core Viewpoint - Liaoning Province has recently issued guidelines to enhance the coordination mechanism between comprehensive governance centers and people's courts, aiming to establish a multi-faceted dispute resolution framework that prioritizes mediation and judicial support [1] Group 1: Guidelines and Mechanisms - The guidelines, titled "Guidance on Improving the Coordination Mechanism between Comprehensive Governance Centers and People's Courts to Promote Substantive Resolution of Conflicts and Disputes," aim to create standardized processes for the interaction between governance centers and courts [1] - The guidelines encourage the delegation of mediation for nine types of disputes, including marriage and family disputes, neighborhood disputes, labor disputes, and small loan disputes, to comprehensive governance centers with the consent of the parties involved [1] - The establishment of a collaborative mechanism is encouraged, allowing mediation organizations to operate within governance centers and enabling these centers to request judicial personnel for business guidance during the mediation process [1] Group 2: Implementation and Results - As of now, 100 county-level comprehensive governance centers in Liaoning have achieved a 100% integration target with grassroots courts [1] - The court system has dispatched over 600 personnel, including judges, judicial assistants, and retired judges, to the governance centers [1] - A total of 195,000 cases have been mediated through these centers, with 17,000 disputes resolved on-site [1]
