中国石油和化学工业联合会质量安全环保部副主任查伟:中试基地建设需做好安全管理 化工中试基地建设,离不开安全管理。国内首个中试行业标准《化工中试项目安全风险管控指南》由中 国石油和化学工业联合会等单位联合组织制定,规定了化工中试项目(装置)在立项、设计、建设、运 行、结题、处置等环节中对安全风险管控的要求。 项目单位是安全责任主体,选址至少位于省级认定的化工园区、中试基地或合规企业用地;涉及危险化 学品的项目必须同时设计、施工、投入使用;危险性不明的新物料需强制鉴定,危险化学品现场存量不 得超过24小时用量,并严格分类储存。此外,应组织专业人员对中试工艺进行全面审查,分析其反应原 理、操作条件、物料特性等可能存在的安全风险;应编制安全评价相关报告,并进行评审;涉及重点监 管的项目,需完成反应安全风险评估。 编者按 近年来,我国高度重视中试平台建设,《制造业中试创新发展实施意见》等陆续发布;《制造 业中试标准体系建设指南》编制;20余个省份中试专项政策出台;一批专业化的中试平台正加速培育。 8月22日,2025第二届化工中试基地创新发展促进会在兰州新区召开。与会专家聚焦中试平台建设路 径、可持续发展机制及科研成果 ...
