本报讯 1月22日，《海南省加快推进中医药产业高质量发展三年行动方案（2026—2028年）》（下称 《行动方案》）新闻发布会在海口举行。记者从会上获悉，《行动方案》是海南自由贸易港封关运作以 来，省政府审议通过的首个中医药工作方案，是未来三年我省中医药产业的基本遵循和指南，也是有力 促进中医药传承创新发展，把海南打造成中医药走向世界的窗口，促进健康海南建设的实际举措。 《行动方案》紧紧围绕中医药产业全链条创新融合发展这条主线，坚持以高质量发展为统揽，着力构建 现代化中医药产业体系。 《行动方案》突出"三结合""四发力""四突破"的特点。其中， "四发力"是指围绕"夯一产、强二产、拓 三产、开放发展"四个环节，《行动方案》细化了16项重点工作。在夯实一产发展根基上，以道地药材 保护与规范化生产为核心，加强南药资源保护与良种选育，推进标准化、生态化种植养殖，促进企 业"育繁推一体化"发展，重点建设规范化加工与流通体系。在强化二产核心功能上，重点聚焦中药制造 水平，推动饮片精致加工，促进医疗机构制剂创新转化，支持中药企业技术升级与科技研发攻关。在拓 展三产融合业态上，创新提出"行业+中医药"的新业态，如"健康服务 ...
