Core Viewpoint - The Huaneng Rizhao Power Plant is committed to achieving China's "dual carbon" goals by optimizing the regional energy structure and promoting a green low-carbon transition, aiming to become a model for energy supply and industrial transformation in Rizhao's high-quality economic development [1] Group 1: Offshore Wind Power Development - The plan includes the construction of an offshore wind farm with a total installed capacity of 1.2 million kilowatts, expected to generate approximately 3.6 billion kilowatt-hours annually, equivalent to saving about 1.1 million tons of standard coal and reducing carbon dioxide emissions by around 3 million tons [2] - The project will enhance the share of non-fossil energy consumption in the region and stimulate the development of related industries such as offshore wind power equipment manufacturing, installation, operation, and technology research and development [2] Group 2: Coal Power Transition - The existing two high-energy consumption and high-emission coal units (2×350MW) will be shut down, while a new 700MW ultra-supercritical coal-fired power unit will be constructed, reducing coal consumption from approximately 310 gce/kWh to below 265 gce/kWh [2] - The new unit will include advanced flue gas purification devices, significantly lowering carbon emissions and achieving ultra-low emission standards for pollutants [2] Group 3: Thermal Energy Storage System - A large-scale thermal energy storage system using molten salt will be built to store excess electricity during low-demand periods and release it during peak demand or when wind power output is insufficient, thereby improving wind power utilization [3] - This system will enhance the flexibility and reliability of the power system, allowing for better integration with coal power units and improving overall energy efficiency [3] Group 4: Industrial Steam Supply - The project aims to integrate the new high-efficiency coal power unit and thermal energy storage system to create a centralized steam supply network for surrounding industrial parks, providing stable, economical, and clean industrial steam [3] - This initiative will replace decentralized small boilers, significantly reducing regional energy consumption and coal pollution [3] Group 5: Synergistic Effects - The four initiatives are interconnected, creating synergistic effects that enhance overall system value, such as improved energy quality and dispatchability through "wind + storage" collaboration [4] - The integrated system will form an interactive framework of "source-network-load-storage," significantly increasing energy utilization efficiency and renewable energy penetration [4] - The Huaneng Rizhao Power Plant's model demonstrates a clear technological path and significant collaborative benefits, aligning with broader energy development trends and contributing to regional energy security and industrial upgrading [4]
