Rare Minerals Importance & Dependence - The United States imports 85-95% of its rare minerals from China, creating a national security concern and a desire for domestic production [3] - Rare minerals are essential for various applications, including electronics, strong magnets, medical care, and national defense, such as in F-35 fighter jets (over 900 lbs) and Virginia class submarines (over 9,000 lbs) [3][7][8][10] - AI and a reliable power grid cannot exist without a reliable source of rare minerals [12][23] North Dakota's Opportunity - North Dakota has rare minerals in its coal and clay deposits, presenting an opportunity to develop a domestic rare mineral refinery [2][6] - A bill was introduced to establish the framework and policy for developing a rare mineral refinery in North Dakota [4] - The state aims to establish a first-step refinery to condense rare minerals for shipment to final refineries [5] Rare Mineral Applications & Properties - Light rare minerals are used in electronics, while others are used for extremely strong magnets [7] - Scandium is used to strengthen bike frames and aluminum bats [7][9] - Lanthanum is used in rangefinder goggles [9] - Europium is used in euro currency to prevent fraud [15] - Germanium is used to make high-quality chips [16] - Rhenium is used to control nuclear energy by absorbing neutrons in nuclear power plants [17] - Gallium melts at 85 degrees Fahrenheit when held in hand and is highly conductive to electricity [19] Mining & Production Challenges - To obtain one ton of rare minerals, 200 tons of dirt must be removed [11] - Developing a rare mineral refinery is expensive and complex, with an estimated timeline of two to seven years [5][13]
